Bold 10-Year Roadmap Released Advancing Pennsylvania’s Leadership in Energy, Data Centers, and AI
Team Pennsylvania seeks to strengthen collaboration across the state while sending strong market signals on Pennsylvania’s competitiveness
Harrisburg, PA — September 18, 2025 — Pennsylvania stands at a pivotal moment in global energy transformation, the unprecedented expansion of data centers, and the rapid rise of artificial intelligence (AI). To capitalize on this opportunity, Team Pennsylvania — the Commonwealth’s nonpartisan, nonprofit partner dedicated to accelerating economic growth — released a roadmap today: the 2025 Pennsylvania Energy, Data Centers, and Artificial Intelligence Roadmap.
The roadmap provides a coordinated framework to guide cross-industry action, positioning Pennsylvania at the forefront of this once-in-a-generation economic transformation. By harnessing energy innovation, advancements in AI integration, and meeting the growing demand for data infrastructure, the roadmap charts a path for Pennsylvania to lead the nation in powering the future, strengthening economic resilience and ensuring prosperity is broadly shared across communities.
“Pennsylvania is leading the nation when it comes to embracing innovation and supporting responsible, ethical uses of artificial intelligence,” said Governor Josh Shapiro, co-chair of Team Pennsylvania’s Board of Directors. “This roadmap from Team Pennsylvania lays out a clear plan to build on our strengths and continue to keep Pennsylvania competitive by cutting red tape, speeding up permitting, and aligning energy and innovation. With world-class institutions like Carnegie Mellon, companies like Google, Westinghouse, and Amazon, and a growing innovation ecosystem, Pennsylvania is showing the country how to harness AI to grow our economy, empower workers, and improve people’s lives.”
The roadmap sets six strategic goals, including leveraging AI to modernize the power grid, deploying 10–12 gigawatts of scalable energy, commercializing AI innovation from Pennsylvania’s universities and startups, and creating regional innovation corridors that connect rural and urban communities to growth opportunities, ensuring that economic benefit from AI and data centers extends well beyond our urban centers. It also lays out near-term actions over the next two years that send a strong signal to the market: invest in Pennsylvania.
“We brought key leaders from business and government to Pittsburgh for the Energy and Innovation Summit in July, and now we’re keeping our foot on the gas,” said Senator Dave McCormick. “This roadmap builds on the incredible momentum in Pennsylvania and our shared goal of creating good jobs and ensuring the Commonwealth is the best place in the country to invest in data centers, AI infrastructure, and the industries of the future.”
These actions are only possible thanks to Pennsylvania research institutions that are already leading in AI, ensuring that innovation is grounded in real-world application and reaches communities across the Commonwealth.
“Carnegie Mellon University sits within a national research and development enterprise that is navigating a remarkable confluence of challenges and opportunities,” said Farnam Jahanian, President of Carnegie Mellon University and former Team Pennsylvania Board Director. “Maximizing this moment — and leading the energy and innovation race — means that Pennsylvania must leverage the rapid advances in emerging technologies now underway. It requires us to train talent, work together, and invest in new infrastructure and new energy solutions while continuing to forge strong, symbiotic relationships among higher education, government and industry partners across the Commonwealth.”
The roadmap also calls on Pennsylvania’s manufacturing sector, particularly small and mid-sized firms, to scale their capabilities through strategic partnerships and new technology adoption.

This roadmap gets real about what it will take for this state to build and compete in an AI-powered economy,” said Ronn Cort, Team Pennsylvania Board Director and CEO of Dunmore. “It’s about a shared vision for how businesses like mine will adopt new tech, grow responsibly, and stay rooted in our communities.”
People are the ones who will drive lasting change and put this roadmap in action. From skilled trades to tech talent, Pennsylvania’s human capital is essential to unlocking the economic opportunities tied to energy, data centers, and AI.

At its core, Team Pennsylvania is a convener, committed to collaboration and to building deep cross-sector partnerships required for transformational change. The roadmap was developed with input from a wide-ranging task force of leaders in energy, technology, higher education, capital markets, labor, and economic development.
