Momentum Builds Around Team Pennsylvania’s Bold 10-Year Roadmap for Energy, Data Centers, and AI
Leaders across sectors and industries highlight opportunities for collaboration and innovation
Last week, Team Pennsylvania released the 2025 Pennsylvania Energy, Data Centers, and Artificial Intelligence Roadmap. The roadmap provides a coordinated framework to guide cross-industry action, positioning Pennsylvania to lead the nation in powering the future.
Since releasing the roadmap, Team Pennsylvania has catalyzed broad engagement from leaders across sectors — from business to academia to nonprofits, from energy to technology to healthcare — who are highlighting how the roadmap can accelerate innovation, collaboration, and statewide competitiveness as we move from strategy to execution.
Barr von Oehsen, Director of the Pittsburgh Supercomputing Center:
“Pennsylvania has all the elements in place to lead the nation in AI, research, and energy. With this roadmap and strong partnerships across universities, industry, cloud providers, a national supercomputing center, and state government, the Commonwealth is ready to leapfrog other state-wide initiatives and position itself at the forefront of next-generation technologies, entrepreneurship, and start-ups. This roadmap sets the course and vision for Pennsylvania to become a model for the nation.”
Charles E. Patterson, PhD, President, Shippensburg University of Pennsylvania and Team Pennsylvania Board Director:
“Artificial intelligence is reshaping every industry, and higher education plays a vital role in preparing talent and ideas to harness its potential. Through the leadership of Team Pennsylvania, Shippensburg University and colleges throughout the Commonwealth are aligning innovation with workforce development, positioning Pennsylvania as a model of economic strength that ensures its prosperity for future generations.”
Kevin B. Mahoney, MBA, CEO of the University of Pennsylvania Health System and Team Pennsylvania Board Director:
“Artificial intelligence holds great promise to transform health care, from more quickly matching patients with the right treatments to helping clinicians focus on more time with patients instead of repetitive administrative work. But realizing that promise requires thoughtful, collaborative work across health systems, research institutions, government, and community partners. Pennsylvania has long been a leader in health care innovation, and is now poised to lead in shaping the future of AI in medicine as well.”
Dr. Kate Shaw, Executive Director, Pennsylvania State Board of Higher Education:
“The State Board of Higher Education is charged with strengthening Pennsylvania’s higher education sector and economic development efforts. One crucial component of our work is to help ensure students graduating from our universities and colleges have the skills to fill the jobs employers are hiring for – especially in growing industries. Team Pennsylvania’s roadmap highlights the pivotal role our colleges and universities will play in cultivating the talent and innovation needed to position Pennsylvania as a national leader in energy modernization, AI advancement, and data center infrastructure.”
David Vahos, President and CEO, PECO:
“We’re proud to join Team Pennsylvania in working to position Pennsylvania at the forefront of data center development while ensuring that this emerging industry delivers broad-based benefits to our customers, communities and workforce while maintaining a reliable energy grid.”
Dr. Baligh Yehia, President of Jefferson Health and Team Pennsylvania Board Director:
“At Jefferson Health we see firsthand how artificial intelligence can transform care delivery — making it more efficient and person-centered. This roadmap is a bold step forward, aligning Pennsylvania’s strengths in healthcare, research, discovery and innovation to improve lives across every community in the Commonwealth.”
John Hawkins Jr., President, FirstEnergy Pennsylvania and Team Pennsylvania Board Director:
“At the heart of Team Pennsylvania’s transformative roadmap is a strong and resilient electric system that powers energy-intensive industries and lights up homes and businesses. FirstEnergy Pennsylvania is committed to meeting the demands of the energy-driven economy by investing $15 billion over the next five years in infrastructure enhancements, people, processes and facilities – while also carefully managing the impact on customer bills. Our initiatives, such as modernizing the power system with smarter, automated equipment and growing our dedicated team, are designed to build and operate a robust grid. We look forward to partnering with Team Pennsylvania to drive the Commonwealth’s future and ensure sustainable growth for our communities.”
Andrew Read, Sr. Vice President of Research, Penn State University:
“AI and data centers have become a defining energy issue for our region. The opportunities are great, but come with huge needs in investment, markets and workforce development. Innovation and cooperation are necessary to address AI’s huge energy demands in the right way, and to harness AI to improve Pennsylvania’s energy sector and beyond.”
Jeff Nobers, Executive Director of the business-organized labor alliance, Pittsburgh Works Together:
“The Roadmap identifies specific actions for parties across the state to work on to help advance Pennsylvania as a leader at the intersection of energy and AI. We have tremendous assets, but we need to have a clear idea on how to best take advantage of them. The Roadmap provides direction on everything from building the necessary power plants to developing the necessary workforce to integrating AI into our economy.”
Brian Aiello, Vice President-External Affairs, CNX Resources:
“Thanks to the leadership and strategic planning of organizations like Team Pennsylvania, CNX is prepared to lead the development of the data center economy through sustainable energy solutions that benefit all stakeholders. This is about delivering environmental and economic benefits—while strengthening the grid and reducing costs for everyone. CNX uniquely delivers a solution providing speed to market combined with a local sustainability derisking option. We look forward to delivering the critical infrastructure that powers advanced data centers and ensures the Commonwealth is ready to lead in the age of artificial intelligence.”
Tyler Ashner, Director of Strategic Initiatives, Swank Construction:
“This roadmap is exciting to Swank Construction because it aligns vision with action to advance infrastructure, innovation, and communities together. The projects envisioned in this roadmap will only succeed if supported by modern, resilient infrastructure that creates a physical link for energy, data, and economic benefits to be distributed across our state and region. Swank is thrilled for the opportunities to collaborate on this initiative and to build the backbone of Pennsylvania’s future economy.”
E. Mitchell Swann, P.E., Managing Director, Resolution Management Consultants:

“We are at the precise moment in time when all efforts towards clean energy matter – perhaps more than ever. We have a unique opportunity to get the energy mix right in PA and to show the world that the winning combination of “clean generation + long-duration energy storage” can be the difference in meeting our energy goals and falling short over the next generation, which will impact generations of citizens in our great commonwealth. Our infrastructure investments now are critical and set our path.”
Shalinee Kishore, Professor and Director of Center for Advancing Community Electrification Solutions, Lehigh University:
“This roadmap matters for research universities and directs how they can leverage their complementary expertise and workforce training in AI and energy to make Pennsylvania the center of innovation.”
The roadmap is not a static product but a living framework. Team Pennsylvania will continue to collect feedback through surveys, discussions, and targeted outreach to industry, utilities, academia, the nonprofit sector, and policymakers. This iterative approach ensures that the roadmap reflects both statewide priorities and community-level realities, and also accounts for the fast-changing landscape of AI, where daily progress has implications for every component of this roadmap.
Pennsylvania’s future in AI and energy leadership depends on collaboration. Team Pennsylvania calls on partners across the commonwealth to help implement the roadmap’s strategies and shape our collective economic future.
