Team Pennsylvania Launches Initiative to Connect Pennsylvania’s Industrial Legacy with its Innovation Future
Demand for lower-carbon building materials is accelerating across the country, and Pennsylvania is especially well-positioned to lead. With state and local governments procuring a large share of all concrete used in infrastructure, these buyers have an outsized ability to shape the market—creating a powerful, demand-driven opportunity for innovation and growth.
Pennsylvania has all the ingredients to take advantage of this moment: a legacy as the birthplace of America’s cement industry; strong production and technical expertise; byproducts from our industrial and energy sectors that can be used in low-carbon mixtures; and a research and innovation ecosystem exploring everything from carbon-mineralized cements to AI-optimized concrete.
To harness these strengths and accelerate practical solutions, Team Pennsylvania and the EFI Foundation are launching a Low-Carbon Concrete Task Force in early 2026. This cross-sector effort will bring together producers, public agencies, researchers, builders, and major buyers to align on priorities, streamline pathways for new materials, and demonstrate what’s possible through real projects.
