Why did Team Pennsylvania produce this roadmap, and why now?
The roadmap was developed in response to both immediate opportunities and long-term challenges facing Pennsylvania. Major announcements around energy investment, data centers, and artificial intelligence highlighted the need for a coordinated strategy to ensure the commonwealth captures maximum economic, talent, and community benefits. Producing the roadmap provides timely guidance to decision-makers as these industries are scaling rapidly, while also positioning Pennsylvania for sustained competitiveness over the next decade. It reflects the urgency voiced by stakeholders at the Pennsylvania Energy and Innovation Summit and recent AI convenings, as well as the recognition that waiting would risk losing momentum and missing critical opportunities.
Who is the audience for this roadmap?
This roadmap is written for Pennsylvania policymakers, industry leaders, utilities, higher education institutions, community organizations, and other stakeholders engaged in energy, data center, and AI development. What happens next?
This roadmap builds on the discussions at the Pennsylvania Energy and Innovation Summit (July 2025) and the AI Horizons recent event in Pittsburgh and sets a 10-year timeframe for action. It is not an endpoint but a starting point for collaboration. The next step is for organizations and individuals across the commonwealth to convene, deliberate, coordinate, and take action on the strategies laid out here.
