Team Pennsylvania Announces Next Phase of PATER Study, Selects KeyLogic, LLC to Advance Energy Infrastructure Analysis
HARRISBURG, Pa. — June 25, 2026 — Team Pennsylvania today announced the selection of KeyLogic LLC, a System One Company, who will be partnering with the Electric Power Research Institute (EPRI), to lead the Pennsylvania Accelerated Transmission and Energy Redevelopment (PATER) Study, the statewide initiative focused on strengthening Pennsylvania’s energy infrastructure and positioning the state for long-term economic growth.
Funded through a $2 million U.S. Department of Energy Transmission Acceleration Grant awarded to the Pennsylvania Public Utility Commission (PA PUC), the PATER Study is a collaborative with Team Pennsylvania, the PA PUC, Governor Josh Shapiro’s Office of Public Policy, the Department of Community and Economic Development, the Department of Environmental Protection’s Energy Programs Office, and the Office of Consumer Advocate.
“Reusing sites that once hosted electric generating stations is a win-win-win,” said Pennsylvania Department of Environmental Protection (DEP) Secretary Jessica Shirley. “It puts former industrial sites back into productive use, makes the most of existing infrastructure like transmission lines, and helps preserve open space. This study will identify the best opportunities to modernize Pennsylvania’s grid, support new energy development, and strengthen our position as a national energy leader.”
As electricity demand continues to rise due to expanding data centers, advanced manufacturing, and other energy-heavy industries, the study will look to identify various opportunities to modernize Pennsylvania’s transmission system and redevelop decommissioned generation sites to support future growth.
“As Pennsylvania’s energy landscape continues to evolve, it is important that policymakers, utilities, communities, and investors have access to reliable data and objective analysis,” said PUC Chairman Steve DeFrank. “This study will help identify where existing infrastructure may provide opportunities for future growth and where strategic investments could strengthen reliability, support economic development, and help meet the commonwealth’s long-term energy needs.”

KeyLogic will conduct a comprehensive statewide assessment of transmission infrastructure and retired generation assets, evaluating opportunities to maximize existing infrastructure while supporting new energy development. They will identify deactivated power generation sites across technical, economic, regulatory, and community dimensions and apply a data-driven framework to note which locations have the strongest redevelopment potential.
EPRI, an independent, nonprofit energy research and development organization, will provide transmission planning expertise and advanced analytical tools to support the study.
The PATER Study is designed to help position the commonwealth for future economic growth by modernizing the state’s transmission infrastructure and accelerating redevelopment at former power plant sites and related locations across Pennsylvania. Using a two-phase, data-driven approach and leveraging PJM’s State Agreement Approach, the study will identify priority sites for transmission upgrades that can attract private investment, draw new energy development, and create jobs in local communities.nversation to execution, and that’s what makes the work so compelling.”
